Ah, that explains it.

It doesn't need to be. The LaserWriter is by definition a network
printer. You can only talk to it from a Mac or Apple IIgs using
LocalTalk, therefore it brings a subset of the AppleTalk support files
along for the ride. (It won't give you AppleShare server access, just
enough for network printer support.)

You told the system to load them because you installed the LaserWriter
driver, implying you had a LaserWriter you wanted to use, therefore you
need AppleTalk (because the LaserWriter is an AppleTalk printer).
