Just about any Linux text editor can do it.
I only need to do it sometimes so I haven't looked for the best solution. I
tend to use KEdit. All you need to do is change the encoding in one of the
menus. It has DOS, UNIX, and Mac encoding.

There's probably a program out there equivalent to DOS2UNIX. Maybe in the
mac tools package?
I'd recommend it anyway, as it adds native read/write support of mac 1.44
floppies to linux. I think you'd need to use hformat (or something like
that) for formatting though.
I know it's a bit of a tangent, but it can make PC -> Mac -> apple
conversion easier sometimes.
