The short answer is that an 800 Kb drive can't read or write 720 Kb PC 
disks. As others have noted, Apple's Superdrive (the FDHD drive) with the 
FDHD controller card can handle the 720 Kb and 1440 Kb format. There is also 
the Bluedisk card which can attach real 720 Kb drives.

The slighly longer answer is that an Apple 800 Kb drive plugged into a PC 
Transporter card (basically an 8088-like co-processor card) could read and 
write 720 Kb disks (but not format them reliably). Basically this is for 
interest only - I couldn't recommend it as a solution!
