Yes you can transcode music purchased from the iTunes Music Store, not
directly but through a workaround : you just have to record the files
to a CD-audio (AIFF) and transcode again from there...

Just? You have to burn the tracks to an audio CD, which in the process
loses the metadata (forcing manual re-entry) and causes considerable
drop in quality.

IMO, This only makes it worse. You can achieve the fair use you're
entitled to, but only at inconvenience that's artificially imposed.

That there's a way around it doesn't make it right
