Your brain was right. Xilinx doesn't make GALs and modern ISE doesn't
support them.
However:
1. Lattice has an free tool that does. Called ISPLever or close to it.
2. As I said before, Xilinx CPLDs are as cheap or cheaper, small and easy to
program.
I don't remember when I burned a PAL last time. After XC95xx and CoolRunner
there was no going back.
