For anything other than documents, the answer appears to be yes.

If anyone knows of a way to send items the size of a //e case from the
US to Japan without making my wife yell, please let me know. ;-)

When my daughter was teaching in Himeji, we used to send packages of
5-15 pounds every month or so, and I don't recall it costing more than
$25 by airmail.
