Yes.  Both Altera and Xilinx have 44pin CPLD's that are a nice
"hobbyist" size. Both companies offer free dev tools as well.  I'd
recommend checking out Altera's 3032 (32 macrocell) and 3064 (64
macrocell) series.  Take it one step further and get an 8-bit-baby.

IMHO, Altera's dev tools are much more user friendly than Xilinx,
particularly if you're going to use schematic entry.
