I have broadband access to the net, so a .pdf is much more
convenient, permitting full offline access and archiving.
Were you addressing the need for people with low-bandwidth
connections to browse the document online?
Of course, what would *really* be wonderful--assuming that it
could be done without introducing lots of typos--would be to
have it in completely OCRed form with graphics inserted, either
as a much smaller, searcheable .pdf or even as a Word document.
But this seems unlikely, given the amount of human effort required.

What I find there are just links to HTTP pages with 10 .jpg's each.
To me, "Word File format" implied that OCR was done. (Of course,
I know that Word *can* hold almost anything.)
I find 10-page chunks of .jpg's *much* less usable than a .pdf of the
whole thing. (Though I suppose if I were connected with dialup, and
looking for a specific thing, it could save some time.)
