Older laptops, maybe.  DVD drives are becoming more common though.  For
example, my 3-year old thinkpad has a DVD drive.  But no matter -- if
the DVD image is a downloadable ISO you can always use a virtual CD/DVD
drive to read its contents such as DaemonTools:

Or the ImageDrive feature that comes with Nero Burning Rom, which is
the same type of thing.  Either way, there's plenty of options for the
resourceful.  A DVD ISO wouldn't be the end of the world or anything.
