I don't think it's just a matter of free or not. IMO dealers can charge
whatever price they are entitled to ask , but they should also keep
their distribution system updated to the time they belong.

Today in many cases and for many users postage and diskette are
unnecessary costs. Some people would use the software only on emulators,
others can make their own real disks, in those cases there is no real
need to get disks the old way. That way would save money, people's real
time, resources...
