GS/OS and ProDOS 8 use the same format. Assuming you can boot into GS/OS and run the Finder, insert a blank floppy into the drive and follow the prompts. If the disk has data and GS/OS recognizes it, you will have to use a menu option to re-format it.
In a standard setup of GS/OS you should find the file P8 in the /system directory. Copy it to the new disk and rename as PRODOS.SYSTEM. Then copy the file BASIC.SYSTEM from the root of the booted GS/OS disk to the new floppy.
This should result in a ProDOS 8 bootable disk. There is also a shortcut to boot the GS directly into P8 except I don't recall it offhand. Alternately, run your ProDOS 8 programs from the Finder as needed.
