There were C toolsets for the Apple II. There were also tools for 
several other languages, and there really wasn't at that time the same 
search for a panacea programming language as people seem to have been 
pursuing for the last decade or so. You had lots of tools to choose from 
and picked the one that best met your needs (including 
experience/comfort needs) for the task at hand.
