You got it - but they were actually created for Carter's Millennium
series, which I find much more interesting.

There actually was a double feature with this title in which both
fractions of the Millennium Group murderously battled each other,
though they shared the same goal (you surely get the reference...).

This is part of the bigger storyline in the second and third season of
the series that somewhat alienated a lot of the audience. You see - the
series was heavily influenced by 'Seven' and 'Silence of the Lambs' and
featured some of the most prolific serial killers on TV and no
conspiracies in the first season.

After the third season they cancelled the show in 1999 because of
stagnating rates. Like a lot series they had a (small) cliffhanger in
the last episode and so the producers created an X-Files episode to
really conclude the plot.
Which failed in several aspects - but that is another story.
