IIRC, the Laser 128 used such a ROM.  They got it from Central Point Software,
which (again, IIRC) was bought out by Symantec at some point.  Maybe they'd
sign off on cloning their Apple II clone ROM. 

It's maybe a little more likely than the near-zero chance Apple would allow
the real ROMs to be cloned.  (Maybe Apple would allow cloning of the Integer
BASIC ROM; after all, they've already allowed the Apple I ROM to be cloned. 
Since there's a fair chunk of Microsoft code in the Applesoft ROM, OTOH,
it's more likely that pigs will fly before we'll see non-warez Applesoft ROM
copies.
