The newer version of AppleWin can be build in a way so that ROMs are
included in the EXE file as resources. IIRC, it will prefer external
ROMs though, if they are available.

Yes, it is what I am asking. I wonder if it is legal to store ROM image in AppleWin.Exe.

Many things done by good citizens every day are not "legal", but they
