Unmodified, DOS 3.3 does not support 3.5" drives.

ProDOS will support the 3.5" drive - it will appear as though it were
in Slot 5 Drive 1 or 2. Try typing "CAT,S5,D1" at the Applesoft prompt
and see if your 3.5" drive is accessed.

If you have a ProDOS disk with FILER or system utilities then you can
use it to format a blank 3.5" (DD not HD) and copy PRODOS and
BASIC.SYSTEM or any other system program to the 3.5" disk and it will
then be bootable.
