The Apple IIc Plus (like the original IIc) has no RGB capability or port.
The D-15 connector is actually a "Video Expansion Port" which cannot
produce video on its own. It just provides the rudimentary signals that an
add-on adapter could tap into and generate its own video signal.
The only products that ever took advantage of the port are an RF
modulator, very early LCD displays and a digital/analog RGB adapter
called the Video-7. Unfortunately, with the exception of the former, all
are fairly rare.

Unless you have one of the rare adapter, none of these monitors will
work directly with the IIc Plus. Furthermore, you'd have to have one of
the adapters that supported analog RGB (most of them only did digital).
Bottomline here: the IIc Plus is stuck using either a television set or a
composite video monitor (except in rare cases).
