You could make the gadget as an external "dongle" with the added
benefit
of portability and compatibility among the other Apple IIs.

Also, the TxD, handshake, etc bipolar output signals can be clamped to
GND, 5V trough
a series resistor and a diode in order to feed them to the pic without
using
any transceiver. And as the PIC is going to be so close noise is not a
concern here.

The inputs to the IIc can be driven succesfully from 5v logic, even
from
the external connector.
