The Apple II signal does contain a color burst. I assume you have tried adjusting the color trim pot on the mother board.If you still are not getting color out of the device try swapping out the main crystal on the Apple II's mother board. I had an old Apple II that wouldn't produce color even on old TVs. After analyzing what was going on with an Oscilliscope, I determined that the Apple's master crystal wasn't in spec and the color burst wasn't getting recognized as such. Replacing the crystal in the Apple II's mother board solved the issue.
Another possible issue, though unlikely, is that you have your motherboard configured for PAL. Changing from PAL to NTSC involves swapping out the crystal on the motherboard and some cuts and jumps. Most NTSC devices will not be able to attain vertical sync lock from a PAL signal, though.
All this said, like others have said, the video signal from an Apple II is a bit of comprimise, so it is possible that all is well with your machine and it is just not compatible with your VCR.
