What seems odd to me, is that there are TWO chips labedl 65c02B
onboard.

What would the other one be for? I've never tried the board out, so I
don't know if it has other chips onboard by 'accident', or not?

The "other" one is used to generate the Apple video, according to the
card's documentation.

I've always been curious about just how the Trackstar does this, but
have not found a schematic or documentation. And I've never taken the
trouble to try to reverse engineer it... ;-(
