The problem turned out to be in the software, not in the hardware. I had patched the disk a long time ago with a patch that obviously seems to be IIe-only (it prevents clearing the screen on every warm boot). Transfering a fresh disk image fixed the problem.
(The next flakey card is a Videx clone now. It tends to get about 1% of characters wrong. This one doesn't seem to be software based as it happens even without anything booted).
