The cable might be damaged. I had the same problem with a NeXT mouse
here, and one end of the cable was slightly damaged...
That is it! More work, but I'm gonna get it working.... I just need to go spend some change on some parts.... already have the tools... just gonna shorten the cable about 7 inches, cut it, crimp it, and plug it back into the PCB inside the mouse. :-)
