CiderPress needs to guess the format based on what it finds on the disk,
so it tries to read a set of sectors from a set of tracks.  It didn't
find valid data on enough of the tracks it tried, so it assumed it couldn't
figure out the format.  This is a risk for 13-sector disks that are
largely empty because of the way they are formatted.

Ideally the sector format would be overrideable from the "override disk
format" dialog.  You should be able to open it with the disk sector viewer
and poke at things.
