It is a keyboard encoder for the II/II+ in a videx 80 column video card box 
with the software. $14 is about right to me. If somebody has a disk image of 
the videx software, can you email it to me, I'd like a copy. Also, if 
anybody has a good working keyboard encoder, let me know, I'm in the need 
for one.
