Sounds like you have a problem with the bult-in disk drive in your
IIc. ;-( The IIc disk firmware times out after trying to read the
bood sector several times, and quits--which is why it stops trying
to read the disk.
It could be several different things, from the trivial (dirty head)
to something more difficult. Can you hear the disk drive motor
spinning the disk (different from the seeking noises)?
If the disk motor is running, then it could be a speed problem,
a mechanical problem with the head not in proper position (you
lowered the disk latch, right?), a bad IC, etc., etc.

At startup of Apple IIc I listen a rumor from floppy (the disk use and
power led are on), after few seconds nothing....
Maybe I need Prodos Disk to load the Disc Operative Sistem ...
At a minimum you will need a DOS 3.3, Pascal or ProDOS bootable floppy
disk.
The original 2c came with a set of floppies. Most were simply fluff but
one was the 2c utilities disk which was quite useful. Assuming you can
boot the IIe via floppy disk, you can use the same boot disks on the 2c.
