The 2c is a sturdy little machine and IMHO the disk drive is it's weakest link. On my original, you have to be careful that the floppy is properly seated. You can usually tell it's not if the drive door doesn't snap shut. The drive noise is normal. It is simply an effect of the method used to set the drive heads.

Try these tests. Hold down the Open Apple, Closed Apple keys and power on the 2c. After the test starts, release the keys. The test should run a little bit and (IIRC) return with system ok. It shouldn't take a long time to run either. Then power on the system without any disk in the drive. You should see the //c logo at the top of the screen. Hold the control key then pres and release the break button. The 2c should return with Applesoft mode. Insert a floppy and prompt

then press return. The 2c should attempt to boot from the floppy drive.

Reading that last bit of your message concerns me. The system may flash the screen or sometimes you might see the @ symbol flash through video ram but one of the first things the system does is display it's logo. Generally it will fail with an error about no bootable disk in the drive. It's possible a chip is loose. Depending on the model as to how many are socketed. Be prepared to open the case to reseat them but try everything else first.
