Consider Ed Eastman's approach--it seems quite workable.

I have many, many sample schematics for line and scan doublers,
and although I could build one, this would be very expensive if
using the original parts. I will see if Henry has someone in the
FPGA area yet, and if so, then it may be possible to place the
entire device into a single chip. Let me have a try at this.

Although much about chip prices depends on quantities, the RGB-
to-VGA chips are not expensive chips.  And unless the adapter is
"piggybacked" onto the IIgs video circuits, low cost with high
quality will remain an elusive goal.

The key is to lock to (or tap into) the IIgs dot clock--and
piggybacking allows the A/D's to be eliminated.
