But, Steve Jobs was gone from Apple during the entire life of the IIGS.  
He quit Apple in September, 1985.  The GS came out 1 year later.  Jobs 
didn't come back to the company until January 1997 and didn't become CEO 
until September of that year.  12 years where he wasn't in charge and 
the Apple II was left to slowly tumble down the slope of 'relative' 
obsolescence.
