The two are the same (15.75 kHz hsync, 59.94 Hz (?) vsync).  From the product
description, though, it doesn't look like it handles analog RGB.  CGA is
digital RGB.  The analog input on the card is a simple bypass, so no scan
conversion would be done on it.

I wasn't referring to the scan rate, but the video dot clock.

If the sampler doesn't lock to the dot clock, then pixels will "crawl"
back and forth at random as they fall into one sample interval or the
other.  This makes for a very unpleasant text display, for example.
