Hardly. It's a masked part only (though without reading the datasheet I
can guarantee that it supports external serial ROM also). This chip is
intended for those multi-game TV games built into a joystick or other
controller. It is a "me-too" part since Sunplus (a Winbond competitor
in the toy market) had enormous success with their SNES-on-a-chip. You
won't be able to buy the part at all without a quantity commitment.
Having worked with Winbond over a number of years, I can tell you their
documentation will be grossly incomplete and barely comprehensible,
their development system will be impossible to acquire without a
personal relationship, and fiendishly difficult to use once you do
manage to get it.
