This is true, though I think the notion of using a Mac as an intermediary
between a PC and IIgs is probably over-complicating matters. Most older
Macs are capable of getting files from the internet*, so the transfer from
PC to Mac is an unnecessary complication for the most part.
OTO, if your primary computer is a PC then skip the Mac and set up some
kind of serial or ethernet connection.

* I've used a 1MB Mac Plus for this purpose... though I'm sure you could
  manage telnet on a 512K
