Simplest answer, Oasis doesn't support a proper .po floppy disk image. This is not as much of an issue as it may seem as most .po floppy images available are actually dos ordered images and not prodos ordered.
This may seem like a conflict but the easiest solution is to use the .do format for images which will be renamed as .dsk. Interestingly, the .po test file opened properly when named as .hdv and selected in slot 7 HD card. So the problem should not be CiderPress.
