Not really.  Much depends on your locale and the power distribution
in your area.  Most equipment is designed for 110-120v nominal, with
5%-10% tolerance, so saying 115v +/-10% is close enough.

A wider tolerance covering 100-130v would cover most of the wierdness
that can happen with grid surges and brownouts.
