The delay before auto-repeat starts is variable (534-801 ms) but the repeat rate is constant at 66.8 ms (~15 Hz). So it's tied to the system clock and the video scanning rate, not the CPU's clockrate. I think the autorepeat rate and text flash rate will be different for PAL machines.
This of course goes for the //e and its auto-repeat keyboard, right? And the other answer (regarding a 555 counter) applies to the REPT key of the older apples I think?
