This is the Euroapple IIe for sure. Does it have a switch below the front edge too that switches the keyboard and character set between the US and localized variants? If yes, it is 100% the Euroapple. The resulting video signal is pretty much standard PAL but with unusually high amounts of near-NTSC "noise" in it which might well confuse multistandard equipment.
