This has been looked into a number of times and the bottom line is
that Apple isn't interested.  They have a number of reasons for this
including that some of the algorithms used in GSOS are still used in
Mac OSX and are considered trade secrets.

I'm sure that any "secrets" in Mac/Apple code have already been
reverse-engineered by anyone who is interested.

The real point is that Apple has no motivation to take any action
that has the potential to cause them to expend _any_ effort for
no gain.

That is, in fact, why most copyright holders will not relinquish
their rights to obsolete works, but will also not object when the
rights are ignored.
