Assuming that you don't have access to an oscilloscope, the first thing I 
would do would be to remove and reinsert all of the socketed IC's. If that 
doesn't work, then you will need an oscilloscope or a second Apple II to 
make any additional progress.

The most likely problem is simply bad seating of a socketed IC. If that's 
not it, then my next guess would be a bad EPROM; they do become high failure 
items after 20 years or so. But it could be almost anything.
