If the vertical hold is accessible from the outside, then that is
probably the only vertical hold control there is.
The fact that it sometimes locks confirms that the monitor
will lock properly with a 60Hz vertical sync signal.
If you have experience working on monitors or TVs, then it would
also be possible to extend the range of the vertical hold control
by adding a resistor internally, but you may not wish to persue
that path.
