You can protest your purchase through paypal and he must respond with proper 
information or your money is refunded. Paypal is good for somethings I 
guess. Maybe I'm just too nice but maybe something has happened that he 
can't respond. But I would put in a complaint of the sale with paypal until 
he sends you the item. After 30 days, your money will be refunded if there 
is no resolution. Good luck. Don't loose faith in the group, most are good 
guys.
