There is a program called NewsPlex (Linux and M$). It is a combo news
server/news aggregator. A free download. It's easy to set up and maintain.
The authors first language isn't English so the terminology and grammar is
a little difficult in places. I forget if it is a binary (rpm) or compiled
installation. It installed in 30 seconds and took an hour to RTFM and
configure everything. It worked first time. If you are going to make it
available just for yourself then either OS should do. If you are going to
make it available to others (eg. family) then you probably want it under
Linux. It has the ability to perform synchronous (real time) or
asynchronous (download to the server first) downloads of binaries. It also
caches articles previously read. It comes with a list of around 100
servers (most limited). The user can add their own.
