Western Design Center, while having some faster 65816's, didn't have 
them in stock, and at the time, Apple only did products from what they 
could buy from a companies stock.  This assured that there would be an 
adequate supply of chips.  (And look what that can do to Apple these 
days now that they're not using that production method.)  WDC wasn't 
going to produce a supply of faster chips unless Apple was definitely 
going to use them and Apple wasn't going to produce a GS with a faster 
processor unless they could order from WDC's warehouse stock.

Note, this is all information I've gotten through the years from reading 
various articles, both online and in print.  No way I could remember for 
certain where anything came from.
