Some programs can block it out. A newly developed one that is in
beta test seems to do that. Maybe that was unintentional, but still,
the combination doesn't work while it's running.
Any program which leaves interrupts disabled will prevent access to the
classic Desk Accessory menu, as well as causing other problems with the
IIgs, such as stopping the system tick count and killing AppleTalk
connections.
ProDOS 1.1.1 and earlier don't work very well on the IIgs because they
leave interrupts locked out after startup. One of the changes in
ProDOS-8 1.2 was to enable interrupts after the operating system is
loaded (except during disk accesses, which are timing critical).
