Question about Commodore64 and Apple II

Okay, here is a really dumb question.
Did the Commodore 64 have a better sound chip in it then the
Apple II did? I remember a friend of mind telling me his copy of Beach
Head (Commodore 64) was better then mine (Apple II) because his talked
and mine didn't. It just had sounds.
Also didn't Ultima 6 come out on the 64 with music and every thing?
(Yes I know it wasn't released for the Apple II).
So anyways I was wondering...
