Same here.  Takes a lot of patience.  I also played through Armor Alley,
though some minor changes they made affected gameplay adversely (IMHO).

High risk, but it works.  I usually just threw a large convoy at them and
then baited the helicopter away when my forces got close.  Not easy to
time -- if you get it wrong, the collateral damage from rocket attacks
has a rather negative impact on your vehicles.

I imagine it's deliberate.  You'll notice that one of the men in the first
set you create moves into the bunker (i.e. you get a group of 4 rather
than a group of 5).  It's deliberately set up as a manned bunker.
