Not really. 
The KIM-1 is a very simple single board computer with 6nLED displays and a hex
keyboard,  with lots of I/O pins and simple cassette interface and a simple
monitor program. The KIM-1 is not at all a general purpose computer, but a kit
to discover how microprocessors work. 
The PET is a personal computer in a finished housing, with a QWERTY keyboard, a
video display, mass storage in the form of a builtin cassette deck  and builtin
Basic and operating system: turn it on and start working.
