There are a couple of options:

1.  Get an ethernet modem (if you have cable or dsl).  This is a device that 
pretends to be a modem to your IIe and is connected directly to the network. 
It hooks up to your computer just like a regular modem.  I have the Moxa 
NPort Express DE-311. This has a DB-9 for the serial port.  The DE-211 has a 
DB-25 for the serial port but is identical.  I've also heard that the 
Lantronix UDC-10 does the same thing.

2.  Hook your Apple up to a PC using a custom-built cable 
(http://boycot.no-ip.com/BoycotBBS/AppleIIgsPcCable.pdf) and get a program 
that connects the PC's serial port to the network like IPCOMServer.

Once you have it hooked up, it should be easy to telnet out to internet 
bbs's.
