CiderPress does not provide a way to create such disks.  When it formats
a disk for DOS 3.3, if you check the "include DOS" box it installs a copy
of vanilla DOS 3.3 and marks all of track 2 as "in use".  (It could
probably get by with less, but I wanted it to work the way DOS works.)

The easiest way to do what you want is to format a disk image with Pronto-DOS
and then keep a copy of the blank image around.  If you need a new blank
disk, make a new copy of the blank, formatted image.

You can also copy a full disk, open it, hit Ctrl-A to select all files,
then hit the Delete key to delete them all.  This is historically a less
desirable way to go about it, because if you're going to compress the
disk for storage or distribution it won't compress as well, but these days
the difference between 80K and 110K doesn't matter a whole lot. :-)
