I recently put a //e power supply in my ][europlus (which I acquired
without a power supply at all) and it's working fine. I was lucky to see
an Australian eBay auction for just a //e power supply within a couple
of weeks of acquiring the europlus! If you can't fix it, you certainly
have other options for the replacement of it.

I wasn't aware any of the Apple ][s had DOS coded in ROM - they've all
had to use DOS loaded from disks in my experience. Many disks have DOS
on them, so you don't necessarily need the system masters, just a
properly formatted DOS disk. You can also use a dump file transferred
over a serial cable if you don't have any DOS disks.
