I'm a little confused by your question.

The //e has 64KB on the main board, so adding a 16K card doesn't
make sense.  Further, almost all of the 16K cards manufactured
had a 16-pin DIP jumper to go in a DRAM socket on an Apple II or II+,
so I can't imagine how you've connected it in a //e (where the DRAM is
64Kbit chips, far from the slots).

Perhaps you mean that you have a 64KB AUX RAM card, usually called
and "extended 80-column card", plugged into the AUX slot (forward of
where "slot 0" would be if a //e had a slot 0).

The DRAM chips in such a card are 4164s not 4116s, so replacing them
with 4116s would not help much...

Say more about what you have and how you've connected it.

And if it really _is_ a 16K card, just remove it and everything
will work fine as a 64K system.
