But when the IIgs is running an 8-bit program, like Appleworks, it
has only 128KB of "standard" (meaning main and AUX bank) memory,
too.

The problem is that Appleworks has multiple memory managers for
different implementations of extra memory.  You want the RAMWorks-
type of extension for your IIc+, while the images you have apparently
are configured with the IIgs memory manager.
